A building that will house a new North Shore Library, 98 luxury apartments and two retail spaces in Bayside is slated for completion in August within what will be a nearly $200 million, mixed-use redevelopment.

Construction is well underway on the building, which will be known as The Symphony. It’s the first phase of a larger development known as OneNorth, led by Milwaukee firms Cobalt Partners and La Macchia Holdings.

Located at the northwest corner of the intersection of North Port Washington and West Brown Deer roads, OneNorth is envisioned to be “a carefully curated, manicured and highly architected” development that “integrates fun, family and community activities with luxury residential venues, boutique shops and restaurants, wellness concepts, and reimagined workspaces,” Cobalt Partners president and CEO Scott Yauck said via email.

The ground floor of The Symphony will house the new North Shore Library, spanning approximately 24,000 square feet, as well as two commercial spaces spanning 4,000 and 2,500 square feet. Above that will be four stories of luxury apartments and a raised amenity deck.

The developers have a letter of intent for an “upscale store/lounge” to occupy the 4,000-square-foot retail space, plus an outdoor patio and garden. They’re in discussions with potential tenants for the other retail space, including cafe and fitness-related users.

Harmoniq Residential of Milwaukee is handling the marketing and property management for the apartments. Pre-leasing is set to start in May and June, with move-in slated for September, according to Cobalt Partners.

Monthly apartment rents will range from around $1,650 per month for a 650-square-foot studio unit to $3,400 per month for a 1,700-square-foot unit with three bedrooms, Cobalt Partners said.

Stevens Construction Corp. of Milwaukee is The Symphony’s general contractor, and Milwaukee’s Rinka is the architect. Josh Minkin of Colliers in Milwaukee is the listing broker. Brookfield-based First Business Bank provided conventional financing.

The total development cost of The Symphony is around $41 million, including more than $5 million for infrastructure that will support the overall development, according to Cobalt Partners.

The overall OneNorth development is slated to span 25 acres at a total cost of nearly $200 million, Cobalt Partners said. There will be three to five other buildings on the site.

The next building planned in OneNorth is a $40 million senior living facility with approximately 150 units that would be directly south of The Symphony building, according to Cobalt Partners. Cobalt is in talks with a senior housing developer and operator that would offer housing for active seniors, as well as other continuum of care options.

OneNorth is a redevelopment that includes commercial properties William La Macchia of La Macchia Holdings acquired for his previous business ventures. La Macchia founded The Mark Travel Corp., which was known for travel brands including FunJet Vacations and at one time employed around 1,000 people, according to La Macchia.

The Mark Travel merged with Apple Leisure Group in 2018, and Hyatt Hotels Corp. acquired the business in 2021.

Cobalt and La Macchia have been in talks to redevelop the property since around 2018, when a first proposal that included a 30-story apartment building was met with resident opposition.

La Macchia described Yauck, of Cobalt Partners, as a “visionary.”

“I wanted to leave something beautiful,” La Macchia said.
